NEDO, KDDI, personal flow and Technology in the "implementation Project of Robot UAV active Energy Saving Society / empirical cause of Shipping Management system considering Regional expansion" (hereinafter referred to as this cause) On October 27, 2021, 52 drones were flown at the same time in 13 regions of the country to carry out an empirical experiment on operation and management (hereinafter referred to as this demonstration), and was successful.
This demonstration focuses on the "unassisted visual flight in manned zone" (hereinafter referred to as level 4), which is expected to be completed in 2022, develops a flight management system to control the safe flight of multiple UAVs, and verifies its effectiveness. The results show that the operation management system can operate in the whole country in terms of function and operation, and can avoid collision and other operation management work in the air where multiple UAVs fly around. We also verified the different needs of each region and how to use drones.
Based on the results achieved this time, the three parties plan to formulate guidelines for the implementation of the operation management system and the establishment of a sustainable business model in January 2022. As a result, to promote the development of the industry and solve the problem of rule-making, and strive to achieve a safe UAV shuttle society in the level 4 environment.
本事業全体イメージドローンは安全確保や利用促進、技術開発などさまざまな視点による課題が官民協働で議論されています。そのような中、政府が設立した「小型無人機に係る環境整備に向けた官民協議会」は2020年7月に「空の産業革命に向けたロードマップ2020※1」を策定し、2022年度をめどに「有人地帯における補助者なし目視外飛行」(以下、レベル4)を実現する方針を定め、レベル4環境下でドローンを運航するために必要な環境整備と技術開発に取り組みました。特に、警備分野やインフラ点検分野のほか、エネルギーの効率化が求められている物流分野では、レベル4環境下のドローンを活用することで運用負担を減らし、省エネルギー化の実現が期待されます。
こうした背景の下、国立研究開発法人新エネルギー・産業技術総合開発機構(NEDO)は2017年度から「ロボット・ドローンが活躍する省エネルギー社会の実現プロジェクト※2」を推進しており、2020年12月には先行開発した運航管理機能を実環境で実証する研究開発として、KDDIとパーソルプロセス&テクノロジー(パーソルP&T)の提案を採択しました。2021年3月には西日本(兵庫県)、東日本(宮城県)、災害時想定(三重県)の3地域で計9機のドローンの飛行状況を運航管理システムで収集する先行実証を実施しました。今年度はさらに公募で採択した10地域を加えて本事業を進めてきました。
In this practice, we control multiple UAVs through the operation management system developed for level 4, and verify their safe flight. In accordance with the "Roadmap for the Sky Industrial Revolution 2021" summarized by the Government and people Association, the three parties will investigate the issues that need to be solved to achieve the social installation of the UAV level 4 indispensable shipping management system. We are also committed to meeting operational management requirements to establish a sustainable business model and to develop guidelines (scheduled for January 2022). By making full use of the established guidelines, we can promote the development of the industry and the rule-making of solving problems, and strive to achieve a society in which drones fly safely in a level 4 environment.
